New Publication: Theorizing Hedging by Prof. Dr. KUIK Cheng-Chwee
Setinggi-tinggi tahniah kepada YBhg. Prof. Dr. KUIK Cheng-Chwee, Felo Utama IKMAS, atas penerbitan buku terbaharu beliau yang bertajuk Theorizing Hedging.
Buku ini merupakan antara karya terawal yang berteraskan teori strategic hedging dalam bidang hubungan antarabangsa. Ia menghuraikan bagaimana negara-negara kecil dan sederhana mengekalkan pendirian berkecuali, mempelbagaikan jaringan kerjasama secara inklusif, serta menyesuaikan pilihan dasar luar mereka tanpa perlu berpihak sepenuhnya kepada mana-mana kuasa besar.
Buku ini membincangkan dua persoalan utama: Bilakah sesebuah negara mula atau berhenti mengamalkan hedging? Bagaimanakah dan mengapakah negara memilih pendekatan tersebut? Menurut beliau, jawapannya terletak pada dua lapisan utama. Pertama, faktor struktur—iaitu kepastian relatif terhadap ancaman utama dan sokongan daripada sekutu utama (seperti yang digambarkan melalui matriks 2×2)—menentukan sama ada sesebuah negara akan mengamalkan hedging. Kedua, politik domestik pula mempengaruhi bentuk hedging yang dipilih. Hujah ini diuji menerusi contoh-contoh dari rantau Indo-Pasifik.

The book is among the earliest theory-driven works on strategic hedging in the field of international relations. It examines how small and middle powers maintain neutrality, diversify their partnerships, and adapt their foreign policy choices without fully aligning with any single major power.
The book addresses two key questions: When do states begin or stop practising hedging? How and why do they choose particular hedging policies? Professor Kuik argues that the answers lie in two key layers. First, structural factors—namely the relative certainty of principal threats and support from principal allies (as illustrated through a 2×2 matrix)—largely determine whether a state adopts hedging in the first place. Second, domestic politics shapes the particular form of hedging that a state pursues. These arguments are examined through examples from the Indo-Pacific region.
